He is worried about the papers, as it seems like the author has 'buried his nose in one problem, attacked by a restricted range of methods for years'. The experiments are well conceived and well carried out. Unfortunately, the author bases them on wide-ranging conclusions, dealing with matters which are of no particular value. He knows the papers have previously been submitted elsewhere and despite attempts from others to get the author to put them in reasonable shape, this has only had the effect of 'making him more firmly conceived that he is a thwarted genius'. The author is 'obviously a man of great ability, though rather queer temperament'. He hopes the author will take his suggestions on board.
