Recommended for publication by the Royal Society. Evans remarks she does not agree with the second referee that the paper should 'thrown out', she believes the authors discuss an important point, but do not make it clear what that point is, and that the second referee has confused the authors use of 'resonance theory' with the 'valency bond method'. Evans suggests the author's should make it clear when they use the resonance theory, agrees with many comments Coulson made, however disagrees with the second referees assessment that the paper is an 'esoteric discussion based on nothing more than very elementary arguments'. In summary Evans makes suggestions for improvement. Enclosed is a blank referee form template for paper A220.
