Expresses strong disagreement with the referee and refuses to withdraw the paper. Believes the research to be rigorous, valid, and novel. States that only 'preliminary announcements' have been published in India, and the full results are expressed for the first time in this paper. Believes this is not against regulation, referencing papers by [F W] Chapman and [Edward Victor] Appleton which 'contain matter already published'. [Not published in RS journals but published in Proc.Nat.Inst.Sci.Ind., 5, No.2, 1939]. Received 5 July 1938
