' On the reference of the Council, and application from Dr G H Fowler, for the assistance of the Council in obtaining from the Admiralty the services of one of Her Majesty's ships to enable him to make investigations into the deep water zones of low temperature in the Atlantic, was taken into consideration and it was agreed, to present this report to the Council; "The Committee are of opinion that the proposed investigation is one that would naturally come within the province of an International Floating Observatory, if such an institution were established. But as the inquiry into the possibility of founding an Observatory of this kind has only been begun, and some considerable time must elapse before the Observatory, if ultimately determined on, can be in working order, the Committe thinks that the Council should feel free to consider the application on its own merits, and apart from any reference to the question for which the Committee has been appointed. "
Professor Herdman reported upon the enquiries made by himself and Mr Murray, urging the advisabillity of simultaneous observations in definite areas and recommending for the purpose of such observations the use of an ocean-going steam trawler, estimated to cost from £5000 to £8000 fully eqipped, and from £2000 to £4000 per annum for maintenance.
The Chairman having sketched the outline of a report for Council, further consideration of the draft report was deferred, the Chairman being requested in the meantime to communicate the views of the Committee to the officers of the International Geological Congress at St Petersburg. ' |
