Gives account of the committee's formation at the International Physiological Congress, held at Cambridge in August 1898, and subsequent progress.

Lists its recommendations, and the raising of serious questions of general policy, which they recommend that the opinion of the constitutent Academies should be obtained before any specific action is taken by the Council.
