Commencing with a list of Council members present: John Frederic Batemen; Lionel Smith Beale; William Bowman; Commander Frederick John Owen Evans; Edward Frankland; John Peter Gassiot; John Edward Gray; Thomas Archer Hirst; Sir Henry Holland; William Allen Miller; William Hallows Miller; William Odling; Sir John Rennie; William Sharpey; George Gabriel Stokes; Count Paul Edmund de Strzelecki; Sir William Page Wood; the President, Lieutenant-General Edward Sabine, in the Chair.

Among matters discussed or noted: minutes of the last meeting read and approved. £50 from the Scientific Relief Fund for an applicant recommended by the President of the Linnean Society and £20 for an applicant recommended by the President of the Royal Society, approved. The Secretary made an interim report from the Committee appointed to consider accommodation required in the new building. A report was read from the Committee appointed to consider the communication from the Board of Trade, submitting the draft of a letter, full text entered into the minutes: giving detailed answers to the questions posed on the future of the Meteorological Department and the suitability of the establishment of Kew Observatory, with improvements. Adjudication of Royal Society Medals was discussed and adjourned to the next meeting. Dr. T. Richardson of Newcastle was granted an extension of time for admission to the Fellowship. Permission was granted for the Royal Geographical Society to use the Royal Society's Meeting Room until the end of the ensuing session. Applications for the use of the Society's Meeting Room were read: from the Civil Service Commissioners for examinations for the Indian Civil Service; and from the Committee of Cambridge Local Examinations, both granted. A donation of two guineas was granted to the Parochial Schools at Mablethorpe. An application for numbers of the Philosophical Transactions was made by the Secretary of State for War, for the use of the War Department, granted. Application for numbers of the Philosophical Transactions and Proceedings were made by the Smithsonian Institute, the Literary and Philosophical Society of Manchester, and the Zoologisch-botanische Gesellschaft of Vienna, granted. The Reverend C.B. Elliott was granted back numbers of Proceedings that he might give them to the Library of the New College at Calcutta. The Museo Publico de Buenos Aires was added to the list of institutions eligible to receive Royal Society journals. List of bills for payment, for printing, paper, and for other expenses.
