Commencing with a list of Council members present: Lionel Smith Beale; William Bowman; Commander Frederick John Owen Evans; Edward Frankland; John Hall Gladstone; William Robert Grove; William Huggins; Thomas Henry Huxley; William Lassell; William Allen Miller; William Hallows Miller; Andrew Crombie Ramsay; William Sharpey; William Spottiswoode; George Gabriel Stokes; Thomas Thomson; William Tite; Sir William Page Wood; the President, Lieutenant-General Edward Sabine, in the Chair.

Among matters discussed or noted: minutes of the last meeting read and approved. New members of Council made and subscribed to the declaration in lieu of the oath. Reappointment of the Library Committee, with list of members, terms of reference and budgets for purchasing and binding. List of Fellows appointed to the Government Grant Committee. Mr. Stokes reported for the Library Committee on the outlay for the Catalogue of Scientific Memoirs and a further £150 was placed at the disposal of the Library Committee to meet its expenses. Letter from E.D. Bourdillon, India Office, 14 November 1866, to Edward Sabine, full text entered into the minutes: Lord Cranborne wishes to assure himself of the value of the scientific investigations of the Messrs. de Schlaginweit from 1854 and asks the opinion of Council of the Royal Society; the letter referred to a committee established to report on the matter. Letter from the Board of Trade with replies received on the subject of changes to the Meteorological Department, full text of each entered into the minutes:

Resolved that a Standing Committee should be established for the purpose of superintending meteorological observations, with a list of nominations for membership of that committee, the committee to be placed in communication with the Board of Trade. Letter from S.M. Drach, 39 Howland Street, Fitzroy Square, 26 November 1866, to the President and Council of the Royal Society, full text entered into the minutes: presenting two volumes of mathematical tables, thanks given for the gift. Numbers of the Proceedings to be presented to the Societe Hollandaise des Sciences of Haarlem.
