Commencing with a list of Council members present: Frederick Augustus Abel; Sir Benjamin Collins Brodie; William Benjamin Carpenter; Frederick Currey; Warren De La Rue; Sir William Fergusson; William Henry Flower; Captain Douglas Galton; John Peter Gassiot; John Hawkshaw; John Marshall; William Allen Miller; William Hallows Miller; Joseph Prestwich; Captain George Henry Richards; William Sharpey; Archibald Smith; George Gabriel Stokes; the President, Lieutenant-General Edward Sabine, in the Chair.

Among matters discussed or noted: minutes of the last meeting read and approved. New Members of Council made and subscribed to the declaration in lieu of the oath. Re-appointment of the Library Committee, with a list of members, terms of reference, and annual budget. List of Fellows not on Council to be appointed to the Government Grant Committee. Two applications for £50 to the Scientific Relief Fund approved. Letter from the Reverend Dr. Robinson containing a suggestion for the construction of a large telescope for the spectroscopic study of celestial objects, referred to a committee created to consider the subject. A donation of two guineas granted to the Parochial Schools of Mablethorpe. List of institutions and individuals to whom copies of Lord Rosse's large figure of the nebula in Orion should be distributed. Letters from Professor Milne-Edwards and Professor Quatrefages in thanks for copies of Mr. Kitchen Parker's work on the sternum and shoulder girdle of the vertebrata. Letter from Mr. Boyd Dawkins requesting the loan of his paper on Ovibus moschatus now in the archives: Council to reply that usual practice cannot be departed from but that facilities would be afforded to him to copy the paper and he might have the loan of illustrations for the purpose of engraving. Copies of Proceedings to be granted to the Royal Meteorological Society of London and to the Department of Agriculture in Washington; and to the Achille Costa of Naples in exchange for the Annuario del Museo Zoologico. Application from the Librarian of Harvard College, Massachusetts for copies of Proceedings missing from that Library. List of bills for payment, to Chappuis for reflectors, and to James for removing pictures.
