Commencing with a list of Council members present: Frederick Currey; Warren De La Rue; Sir Philip de Malpas Grey Egerton; William Henry Flower; John Gwyn Jeffreys; John Marshall; Augustus Matthiessen; William Allen Miller; William Hallows Miller; Captain George Henry Richards; William Sharpey; Charles William Siemens; John Simon; Archibald Smith; George Gabriel Stokes; John Tyndall; Alexander William Williamson; the President, Lieutenant-General Sir Edward Sabine, in the Chair.

Among matters discussed or noted: minutes of the last meeting read and approved. New Members of Council made and subscribed to the declaration in lieu of the oath. Reappointment of the Library Committee, with a list of members, terms of reference and budget. List of Fellows appointed to the Government Grant Committee. Council considered the letter of Colonel Strange and the associated committee report, and after discussion, the report of the committee was adopted. Printed notice on behalf of the Hounsow and North London Railway Company stating that portions of the Royal Society's land at Acton would be required for the purposes of the railway under an application to Parliament: an answer to be returned intimating dissent. Letter from Henry Y.D. Scott, Secretary of the Annual International Exhibitions of Art and Industry, 5 Upper Kensington Gore, London, 11 December 1869, to the Secretary of the Royal Society, full text entered into the minutes: noting the intention to hold a series of exhibitions and asking that the Society inform its Fellows to obtain suggestions; the answer to be returned that the Society was ready to give any service in its power to promote the objectives of the exhibitions. Letter from Mr. Fremantle, Deputy Master of the Mint, calling attention to a defect in the reverse die of the Copley Medal and suggesting that a new die should be made, adopted by Council. The subject of granting publications and making exchanges with other institutions to be referred to the Library Committee for consideration and report. List of bills for payment, for lithography.
