Commencing with a list of Council members present: Charles Cardale Babington; Sir George Back; the Reverend John Barlow; Thomas Bell; Arthur Cayley; William Farr; Sir Henry Holland; Thomas Henry Huxley; William Hallows Miller; Sir Roderick Impey Murchison; Major-General Edward Sabine; William Sharpey; George Gabriel Stokes; Thomas Webster; the Reverend William Whewell; Alexander William Williamson; the Reverend Robert Willis; Sir William Page Wood; Colonel Philip Yorke; the President, Benjamin Collins Brodie in the Chair.

Among matters discussed or noted: minutes of the last meeting read and approved. Report of the Committee to consider the future duties of the Foreign Secretary, full text entered into the minutes: recommending that the Foreign Secretary prepare the Biographical Notices of deceased Foreign Members, gather information in support of Foreign Member nominations and medal awards and to give notice of international researches of special importance; the recommendations adopted. Report of the Committee to consider the loss of Dr. Heale's manuscript and drawings, noting the processes for managing papers and binding them; Heale's paper is missing from the 1853 volume and the author shoudl be excused from the expense of having the drawings remade. Dr. Bache, Professor Helmholtz, Professor Kolliker and M. de Verneuil to be recommended for election as Foreign Members. Mr. Huxley's resolution on papers and refereeing was moved and adopted. Letter from Leonard Horner, Geological Society, Somerset House, 16 March 1860, to President and Council of the Royal Society, full text entered into the minutes: requesting that their ordinary general meetings might be held in Burlington House, the request acceded to. The Secretary tabled a copy of Mr. Weld's Catalogue of Portraits, of which 750 copies had been printed: copies to be presented to public institutions and copies made available to Fellows priced at one shilling; 20 guineas to be paid to Mr. Weld for his time and labour. Bill for payment, for lithography.
