Commencing with a list of Council members present: Sir George Back; the Reverend John Barlow; Arthur Cayley; William Farr; Sir Henry Holland; Thomas Henry Huxley; William Hallows Miller; Sir Roderick Impey Murchison; Major-General Edward Sabine; William Sharpey; George Gabriel Stokes; Alexander William Williamson; John Wrottesley, 2nd Baron Wrottesley; Colonel Philip Yorke; the President, Benjamin Collins Brodie in the Chair.

Among matters discussed or noted: minutes of the last meeting read and approved. The seal of the Royal Society was affixed to diplomas for new Foreign Members. The Secretary reported that an application had been received from the Civil Service Commissioners to conduct examinations for Indian Civil Service candidates in the Great Hall, agreed by order of the President. Letter from the Secretary of the Admiralty, noting that Captain Sir F.L. McClintock of HMS Bulldog was to take deep sea soundings by the Faroe Islands, Iceland and Greenland, and that the Admiralty would be grateful for any suggestions of Council: in reply, the Secretary to state that the sailing was before the next appointed meeting of Council, but that they had learned that guidance had been provided. Letters of thanks received from newly elected Foreign Members. Letter of thanks from M. Trendelenburg, for a donation to the Humboldt testimonial. Letter from C. Jasper Selwyn, Richmond, Surrey, 15 June 1860, to the Secretary of the Royal Society, full text entered into the minutes: presenting the picture of the late Dean of Ely [George Peacock] to be forwarded by Dr. L. Beale, thanks given. Letter from the Under Secretary for Foreign Affairs, transmitting a letter and enclosures from Dr. Bialloblotzky on a scheme for a Universal Scientific Congress: the President to convey Council's opinion to Lord John Russell. Letter from Warington W. Smyth, Secretary of the Geological Society, Somerset House, 30 May 1860, to the President and Council of the Royal Society, full text entered into the minutes: requesting permission to continue to hold its evening meetings in the Great Hall of Burlington House, agreed for the ensuing session. Resolved that curtains be provided for the lower windows of the Meeting Room. Sir Henry Holland communicated a request from Robert C. Winthrop, requesting permission to have copies of letters of John Winthrop, his ancestor: acceded to under the usual conditions.
