DescriptionPrinted minutes containing matters laid before Council, the Royal Society's governing body of Fellows, with records of decisions taken.

Commencing with a list of Council members present: John Couch Adams; Sir John Peter Boileau; Arthur Cayley; William Farr; Thomas Henry Huxley; William Hallows Miller; Joseph Prestwich; William Sharpey; William Spottiswoode; George Gabriel Stokes; Alexander William Williamson; Colonel Philip Yorke; the Treasurer and Vice-President, Major-General Edward Sabine in the Chair.

Among matters discussed or noted: minutes of the last meeting read and approved. Sir John Boileau made and subscribed to the declaration in lieu of the oath, as new Members of Council. Letter from Benjamin Collins Brodie, Burlington House, 25 January 1861, to Viscount Palmerston, full text entered into the minutes: on the surplus in the Government Grant Fund, resulting in the Royal Society requiring no additional funding in the present year; but noting the effectiveness of the Parliamentary grant and expressing the hope that it would be renewed. Letter from Viscount Palmerston, 94 Piccadilly, 25 January 1861, to Sir Benjamin Brodie, full text entered into the minutes: thanking Brodie for the 'handsome and considerate' communication, assuring him that the Parliamentary grant for scientific purposes would be renewed whenever the Council should intimate. Letter from George A. Hamilton, Treasury Chambers, 24 January 1861, to the President of the Royal Society, full text entered into the minutes: on repayment to the Exchequer of the 1861-62 balance of £1,000 for the Government Grant. Report of the Committee on Mr. Weld's Memorial, signed by Thomas Graham, 31 January 1861, to the Secretary of the Royal Society, full text entered into the minutes: after consideration of the duties of Weld as Assistant Secretary, Librarian and Housekeeper, the committee recommended an allowance of £40 in addition to salary, so long as the current meetings of other societies at Burlington House continue; the report adopted and the Secretaries of other societies referred to. Resolution of the Committee of the Scientific Relief Fund, recommending £10 to be granted to Mr. C.L. Martin. The Foreign Secretary to thank Messrs. Schlagintweit for the present of the 'Results of a Scientific Mission to India and High Asia'. Institutions to be placed on the list entitles to receive the Proceedings.
