Commencing with a list of Council members present: John Couch Adams; Sir John Boileau; Arthur Cayley; William Farr; Sir Henry Holland; Thomas Henry Huxley; William Hallows Miller; James Paget; Joseph Prestwich; William Sharpey; William Spottiswoode; George Gabriel Stokes; John Tyndall; Arthur William Williamson; Colonel Philip Yorke; the Vice-President, Thomas Graham, in the Chair.

Among matters discussed or noted: minutes of the last meeting read and approved. The Secretary reported on the list of gentlemen recommended to serve on the Committee of Philosophical Instruments for the Commissioners of the Exhibition of 1862. Letter from Benjamin Collins Brodie, Broome Park, Betchworth, Surrey, 4 June 1861, to General Edward Sabine, full text entered into the minutes: his eye operation has not been as successful as hoped and considerable time must elapse before any improvement and therefore he declines to be nominated to the Presidency, expressing his sense of honour for having served; a resolution passed expressing sympathy and regret on his leaving the office of President. Council to be summoned on 20 June to consider the approaching vacancy of President. List of candidates for Royal Society Medals, with proposers and seconders, and brief citations. William Sharpey reported that Henry Wheatley was recommended to succeed Walter White as Clerk, at a salary of £100 per annum. Letter from L. Corti, Italian Charge d'Affairs, 23 Park Lane, 7 May 1861, to the President of the Royal Society, full text entered into the minutes: requesting that Chevalier Gaspare Gorresio, Prinipal Librarian of the University of Turin, be granted the loan of a manuscript 'Uttarakand', supposed to be in the Society's Library; Council accede to these wishes, noting the two relevant manuscripts at the Society, both to be lent under the conditions described. A copy of the Armagh Star Catalogue granted to Mr. James Parkin. £20 5s., the unused balance from the Donation Fund grant to Mr. Francis Ronalds, to be paid back to the fund. Captain Shadwell granted an extension of time for admission into the Royal Society. Volumes of Philosophical Transactions and Proceedings granted to the Academie des Sciences of Montpellier, and to the Kongl. Vetenskaps och Vitterhets Samhalle of Gottingen. Letter from the Astronomer Royal to George Gabriel Stokes, on Sir George Everest's letter: a committee instructed to report on the matter. £25 from the Scientific Relief Fund placed at the disposal of Mr. Busk, for the benefit of Mrs. Stanger, on the resolution of the Committee. List of bills for payment, for binding, engraving and for other expenses.
