Commencing with a list of Council members present: George Bowdler Buckton; William Benjamin Carpenter; Sir Philip de Malpas Grey Egerton; Captain Douglas Galton; John Lubbock; William Allen Miller; William Hallows Miller; Joseph Prestwich; William Sharpey; George Gabriel Stokes; John Tyndall; the President, Major-General Edward Sabine, in the Chair.

Among matters discussed or noted: minutes of the last meeting read and approved. Report of the Library Committee on progress made with the Catalogue of Scientific Memoirs, and the balance of expenses in hand. Letter from Robert J. Upton, Apothecaries' Hall, London, 19 June 1862, to the President of the Royal Society, full text entered into the minutes: the Master and Wardens of the Society of Apothecaries had anxiously reconsidered their commitment to relinquish the Botanic Garden at Chelsea; noting something of the garden's history and its role in training medical students; they have now rescinded the resolution relieving themselves of the Chelsea Physic Garden. Seal of the Royal Society affixed to the diplomas for new Foreign Members. J.P. Gassiot to be placed on the list of candidates for the award of Royal Society Medals. £25 from the Donation Fund to be granted to William Thomson for obtaining observations on atmospheric electricity to be made by F. Dellmenn of Kreuznach. Philosphical Transactions and Proceedings granted to the University of Kasan. All books belonging to the Royal Society Library to be returned by 31 July and none issued in August. £600 of stock in 3 percent Consols to be purchased. Estimate for raising office shelves to accommodate more books. An iron safe to be purchased for the preservation of the Charter Book, Mace and muniments of the Society. Leave of absence granted to the Assistant Secretary. List of bills for payment, for printing and for other expenses.
