Commencing with a list of Council members present: Warren De La Rue; Philip de Malpas Grey Egerton; Captain Douglas Galton; James Clerk Maxwell; William Allen Miller; William Hallows Miller; Richard Owen; William Sharpey; Henry John Stephen Smith; George Gabriel Stokes; James Joseph Sylvester; Charles Wheatstone; the President, Major-General Edward Sabine, in the Chair.

Among matters discussed or noted: minutes of the last meeting read and approved. Professor Owen and Mr. De La Rue proposed and seconded as candidates for Royal Society Medals. Mr. Sorby's paper on mechanical and chemical forces to be the Bakerian Lecture. Letter from James South, Observatory, Kensington, 10 June 1863, to the President and Council of the Royal Society, full text entered into the minutes: noting that a Sisson's equatorial sector was given to him by President and Council in 1825, but no minute was recorded; attaching a supporting letter from William Thomas Brande, the Society's Secretary at the time; South wishes to avoid any misunderstanding when he is unable to make such an explanation. Letter from William Thomas Brande, Royal Society, 25 November 1825, to James South, full text entered into the minutes: President and Council are presenting the instrument to South 'in the hope that it may facilitate the continuance of your valuable Astronomical Researches'. Letter from Colonel Clerk requesting the loan of woodblocks from his paper in Proceedings: and the Secretary requested woodblocks on behalf of Dr. W. Roberts; both granted. Letter from Roderick Impey Murchison thanking the Society for the use of rooms in Burlington House on behalf of the Royal Geographical Society and requesting the same accommodation in the ensuing session, granted. Application from the St. George's Rifle Corps for permission to hold their annual meeting in the Great Hall, granted. Dr. Salmon and Dr. Boole granted an extension of time for admission into the Fellowship. Library books to be returned before 31 July and none to be lent in August. Leave of absence granted to the Assistant Secretary. The Committee of the Scientific Relief Fund recommended £25 to be placed at the disposal of Mr. Bentham for the use of Mr. W.C.L. Martin: and that stock should be purchased to complete an even sum of £5,300 for the Scientific Relief Fund, both approved. Bill for payment for engraving, lithography and printing.
