Commencing with a list of Council members present: James Alderson; George Busk; Sir George Everest; Hugh Falconer; Joseph Dalton Hooker; Henry Bence Jones; James Clerk Maxwell; William Allen Miller; William Hallows Miller; William Pole; William Sharpey; Henry John Stephen Smith; George Gabriel Stokes; James Joseph Sylvester; Thomas Watson; Charles Wheatstone; the Reverend Robert Willis; the President, Major-General Edward Sabine, in the Chair.

Among matters discussed or noted: minutes of the last meeting read and approved. Financial report of the Treasurer, 17 March 1864, full text entered into the minutes: occasioned by the projected completion of the Catalogue of Scientific Memoirs, stating the general financial position of the Royal Society, including from bequests, share holdings, Fellowship subscriptions and other sources, with income and expenditure tables; noting increased expenditure and the need to find alternative sources of funding for the publication of the Catalogue. Letter from F. Peel, Treasury Chambers, 2 March 1864, to the President of the Royal Society, full text entered into the minutes: requesting that the Parliamentarty standard of weight held by the Society to be deposited at the Exchequor Office on 14 March. A request from Dr. Beale to have 150 extra copies of his paper on nerve cells printed, for separate publication on the continent, permission granted. Letter from Charles Hawkins, who is preparing a collected works of Sir Benjamin Brodie, to obtain a copy of the Croonian Lecture of 1813, granted. Request from Mr. James Yates to copy Council Minutes and correspondence concerning the metre bar of platinum belonging to the Society and referred to in the Parliamentary bill, acceeded to. List of candidates for Foreign Membership, three to be nominated at the next meeting of Council.
