Commencing with a list of Council members present: George Busk; John Hall Gladstone; Joseph Dalton Hooker; Henry Bence Jones; James Clerk Maxwell; William Allen Miller; William Hallows Miller; William Pole; William Sharpey; Archibald Smith; Henry John Stephen Smith; George Gabriel Stokes; James Joseph Sylvester; Charles Wheatstone; the Reverend Robert Willis; the President, Major-General Edward Sabine, in the Chair.

Among matters discussed or noted: minutes of the last meeting read and approved. Letter from G.E. Cochrane, India Office, 19 August 1864, to the Secretary, the Royal Society, full text entered into the minutes: thanking President and Council for the Society's opinion on the importance of the proposed pendulum experiments in India; Lieutenant-Colonel Walker had been directed to communicate with the Royal Society and Captain Basevi had been requested to proceed to Kew to familiarise himself with the instruments there; six copies of the Royal Society's correspondence are requested for transmission to India, and the Secretary noted that this had been done, together with other developments. The President informed Council that he had communicated with Lord Palmerston on the printing of the Catalogue of Scientific Memoirs by the Government and the Secretary of the Treasury desired an interview on the subject. Adjudication of Royal Society medals: recommendations were discussed and adjourned. Letter from Dr. Stenhouse requesting that Council consider allowing the public to be admitted to Ordinary Meetings as spectators, without introduction: consideration of the proposal was deferred. A donation of two guineas was made to the Parochial Schools of Mablethorpe. Letter from Sir Roderick Impey Murchison, thanking the Society for the use of its rooms for meetings of the Royal Geographical Society and requesting like accommodation for ensuing sessions, granted. Sir Henry Barkly was granted an extension of time for admission to the Fellowship. Letter from Messrs. Urwich and Marston of Ludlow, announcing a bequest of £70 by the late Beriah Botfield FRS. Letters from: Warren De La Rue, presenting a large photograph of the Moon; from Henry Dircks presenting a proof engraving by Faithorne of the Marquis of Worcester, and a certificate of funeral from the Herald's Office; and from the Admiralty, presenting copies of the Iron Plate Committee reports, with volumes of photographs. Letters of thanks were received from St. George's Rifles and from the Council of the Decimal Association. Report from the Librarian with a list of non-compliant Fellows in the return of books, the Librarian ordered to write specially to those named. List of bills for payment, for printing, paper, and for other expenses.
