Commencing with a list of Council members present: James Alderson; George Busk; Sir George Everest; Hugh Falconer; John Hall Gladstone; Henry Bence Jones; William Allen Miller; William Hallows Miller; George Gabriel Stokes; James Joseph Sylvester; the President, Major-General Edward Sabine, in the Chair.

Among matters discussed or noted: minutes of the last meeting read and approved. Report of the auditors of the Treasurer's accounts. The Reverend T.S. Evans appointed Fairchild Lecturer. Letter from F. Peel, Treasury Chambers, 29 November 1864, to the President of the Royal Society, full text entered into the minutes: transmitting a minute in response to a memorandum on the publication of the Catalogue of Scientific Memoirs; the minute contains the recommendation of Mr. Gladstone for the publication of the Catalogue, the projected cost of publication at £3,000, with the work to be published by Government at the public expense, although under the authority of the Royal Society. £50 from the Scientific Relief Fund granted to an applicant recommended by the President of the Geological Society. Report of the Scientific Relief Committee, Burlington House, 24 November 1864, full text entered into the minutes: reviewing the history of the committee, its membership, grants disbursed and investments of the fund, together with a recommendation that if the fund was more generally known, further subscriptions would follow; the report was ordered to be printed and distributed to members of chartered scientific societies, and to be read at the Anniversary Meeting. Professors Stokes and Wiliamson appointed to the Scientific Relief Fund Committee. Explanation of Dr. R.G. Latham on the reasons for his defaulting in Fellowship subscription payments, accepted. Letter fron Dr. Robert Lee asking to copy his paper on heart nerves now in the archives, granted. Letter from Samuel Smiles requesting permission to consult the archives for information on the history of the steam engine, granted. Letter from Lieutenant-Colonel Walker requesting parts of the Philosophical Transactions containing papers on pendulum experiments, granted.
