Commencing with a list of Council members present: James Alderson; George Busk; Sir George Everest; Hugh Falconer; John Peter Gassiot; John Edward Gray; Thomas Archer Hirst; Sir Henry Holland; Henry Bence Jones; William Allen Miller; William Hallows Miller; Sir Roderick Impey Murchison; William Odling; William Pole; the Reverend Bartholomew Price; Sir John Rennie; William Sharpey; George Gabriel Stokes; the President, Major-General Edward Sabine, in the Chair.

Among matters discussed or noted: minutes of the last meeting read and approved. Report of the Government Grant Committee, in the form of minutes of the meeting of 18 January 1865, full text entered into the minutes: letters from John Tyndall, W.R. Birt and Warren De La Rue giving accounts of their grants; list of applications received and discussed, with a provisional list of grants awarded, subject to confirmation by Council. £25 from the Scientific Relief Fund granted to an applicant recommended by the President of the Chemical Society, approved. Subscriptions for the Scientific Relief Fund to be invested in new 3 per cent stock. Letter from Burjorjee Soranbjee Ashburner, offering £30 for any translation of any of the recently donated oriental manuscripts. Letter from the Reverend C.J. Robinson requesting to inspect the manuscript of Aubrey's Wiltshire, granted. Proceedings granted to the Editors of the Quarterly Journal of Science, as an exchange. £200 placed at the disposal of the Library Committee for expenses of the Catalogue of Scientific Memoirs.
