Commencing with a list of Council members present: James Alderson; Sir George Everest; John Peter Gassiot; John Edward Gray; Thomas Archer Hirst; Sir Henry Holland; William Allen Miller; William Hallows Miller; William Odling; William Pole; Sir John Rennie; William Sharpey; George Gabriel Stokes; the President, Lieutenant-General Edward Sabine, in the Chair.

Among matters discussed or noted: minutes of the last meeting read and approved. Report of the auditors of the Treasurer's accounts. Letter from T.H. Farrer, Board of Trade, Whitehall, 14 November 1865, to the President of the Royal Society, Burlington House, Piccadilly, full text entered into the minutes: a reply to the Society's position of disappointment that the Board would not introduce systems of compass deviation checking for iron ships of the mercantile fleet to match those of the Royal Navy, giving the Board's reasoning. Letter from J. Emerson Tennent, Office of Committee of Privy Council for Trade, Whitehall, 20 November 1865, to the President of the Royal Society, full text entered into the minutes: requesting that the Royal Society nominate a Fellow to examine questions relating to the Meteorological Department of the Board of Trade; and relaying the five questions that the Board of Trade proposes to refer to the Committee. Letter from M. Chasles, acknowledging the honour of receiving the Copley Medal. The Reverend Dr. Stebbing appointed as Fairchild Lecturer. Mr. Gassiot appointed to the Scientific Relief Committee in place of Dr. Carpenter. Letter from Norman MacLeod, South Kensington Museum, London, 28 November 1865, to the President and Council of the Royal Society, full text entered into the minutes: on a loan exhibition of portraits suggested by Lord Derby, and with the support of Queen Victoria, MacLeod submits a list of possible loan portraits from the Royal Society; the list was read to Council and approved to be loaned. Bill for payment, for window cleaning and repairs.
