Commencing with a list of Council members present: John Frederic Bateman; Lionel Smith Beale; William Bowman; Commander Frederick John Owen Evans; Edward Frankland; John Peter Gassiot; John Edward Gray; Thomas Archer Hirst; Sir Henry Holland; William Allen Miller; William Hallows Miller; William Odling; Sir John Rennie; William Sharpey; William Spottiswoode; George Gabriel Stokes; Sir William Page Wood; the President, Lieutenant-General Edward Sabine, in the Chair.

Among matters discussed or noted: minutes of the last meeting read and approved. The nomination of F.C. Donders, G.F.B. Riemann and Gustav Rose as Foreign Members of the Royal Society was confirmed by ballot. Additional names were suggested in the adjudication of Royal Society medals: Dr. Gray informed Council of the death of Professor W.H. Harvey of Dublin, who had been nominated for a Royal Medal; a list of proposed medallists was formed, each proposed and seconded with a brief citation. The Treasurer reported that Professor Sylvester had returned the £25 grant awarded to him from the Donaton Fund and this had been placed to the credit of the fund. The Treasurer informed Council that the Richmond and Kensington Railway desired to purchase a portion of land at Acton and authority was given to sell it for £100. Letter from Mr. Busk, Secretary of the Linnean Society, asking Council's approval for the Zoological Society to use the Linnean Society's rooms in Burlington House for meetings in the coming session, granted. Mr. Huggins was allowed the use of a woodblock from his paper in a forthcoming number of Proceedings. Letter from George De Morgan, Secretary of the London Mathematical Society, proposing an exchange of publications, acceded to. Mr. Bowman gave notice that he would propose a resolution to next Council allowing the Secretaries to communicate papers to any Fellows before their reading in order to promote useful discussion, endorsing the manuscript to that effect. List of bills for payment, for lithography and for other expenses.
