DescriptionSupplementary observations to Justice Peterson's memorandum on the use of gas in warfare. Thorpe concentrates particularly on the difficulty of keeping weapons production secret and the ability of Factory Inspectors to detect materials likely to be used for military purposes. Thorpe expresses his belief that 'the times are propitious in regard to an international effort to put down the use of poison gas'.
