DescriptionNotes that the decision to form an International Scientific Food Committee was taken in Paris, 'based on a draft which I drew up' -- gives his plan for the Committee to serve as an impartial scientific advisor to governments and to guide distribution of food to Allied countries, as well as 'convince the Americans of the necessity for releasing supplies' -- suggests that the process of referring [a representative from England] be handed to the Food Committee.
