DescriptionOfficers report that, after consulting the Royal Society members of the Joint Antarctic Committee, they have nominated Captain Tizard and Profesor Poulton to represent the Royal Society on the small Executive Committee apppointed in accordance with the resolution of the Council passed at their last meeting (see Minute No. 12). They further report, with respect to the Memorandum defining the functions of the Executive Committee, that a few suggestions for amendment were made by the Joint Committee on 4 November, the Memorandum so amended standing as follows;
That an Executive Committe be appointed, consisting of not more than four persons, with the following functions;

1. To consult directly, by calling for reports or otherwise, with the several Sub-Committees

2. To embody in a programme of the Expedition, to be submitted for approval to the Joint Committees, such of the proposals of the several Sub-Committees as are consistent with the financial situation, and, in accordance with the resolutions which have been passed by the Joint Committee, such a programme to include -
a. A general plan of the operations of the Expedition, including instructions to the commander, so far as this can be laid down beforehand
b. The composition of the executive and scientific staff to be employed, the duties, preparation and accommodation for, and pay of, the several members.
c. The arrangements for the general outfit and provisioning of the Expedition, and the construction and equipment of the ship or ships

3. To take such steps as may be necessary or desirable to carry out either the full programme, or such parts of it as shall have been covered by resolutions of the Joint Committee, and for this puurpose to enter directly into such correspondence or negotiations as may be necesary or desirable with the Government or Government Departments, and in particular to obtain the sanction of the Admiralty for the employment of naval officers, should such be selected, and to superintend the construction of the ship or ships; it being understood that, in taking such steps, nothing be done by the Executive Committee which is not clearly in accordance with the broad lines of the programme as approved by the Joint Committee

4. To make the appointments of the several members of the executive and scientific staff, subject to the final approval of the Joint Committee

5. The Chairman of the Executive Committee shall have power to sign contracts, or other documents for which a single signature may be necessaary, on behalf and by resolution of the Joint Committee

The Officers are of the opinion that Captain Tizard and Professor Poulton, not being at present on the Joint Committee, should be made members of that body.
