DescriptionFollowing the Antarctic Finance Committee meeting, Kempe informed [Sir Clements] Markham that they had met with [Arthur] Balfour, 'and what Balfour's real cause of complaint was'. Markham said 'that he was solely to blame', as previously when £45,000 was asked for no one considered the [second] relief ship would be necessary except himself. Markham did not see he had done anything wrong by hiding this fact, however, and said the Treasury must have known it would be needed.

The Committee meeting was difficult. [Robert] Chalmers did not attend, as he could not approve of an advance being made for repairs to the 'Morning' in light of the Government's stance. As a result both Kempe and [Edward Lygon Somers] Cocks declined to approve the advance. Cocks bank would advance the money on Markham's personal security, and it was agreed to hold a meeting of the Finance Committee as soon as the Government's reply is received.
