DescriptionSummarising the situation with the 'Discovery'. [William] Colbeck's letter makes clear that [Robert Falcon] Scott intends to stay in the Antarctic for another season. Unclear why he is disobeying the order to return. Kempe thinks there may be some private plan between Scott and [Sir Clements] Markham, but there is no evidence of this. Scott may have personal responsibility for the added expense, legally speaking, but the crew are bound to obey his orders and so the repsonsibility of paying their wages will continue. Markham's idea is to approach the Government first for assistance, but Kempe strongly objects to this as it would not meet with their approval. Suggests discussing these matters at the next Council meeting, when Scott's reasons for disobeying orders may be fully known.
