| Description | Larmor thinks that the conservative elements of the present Government cannot have thought of the inevitable result of the lavish distribution of hereditary titles. It can only result in the rapid degradation of the esteem in which peers are held in public life, having its roots in long national history. He discusses the reform of the House of Lords, the situation in France, and moderate control of peers numbers, including the proportion of men with military and naval service.
