DescriptionCommencing: 'If your card (3.3.94) means that a vortex ring in an electric field - or one having an atomic charge - will move according to new laws, I quite agree'. Larmor suggested the problem to one of the Smith's Prize candidates for a dissertation and the author found that the vortex can be stationary or can move backwards. A vortex wiothout leectric charge will excite no rotation in the surrounding medium, unless subject to sudden disturbance, such as chemical action.
