DescriptionThe Minister of War having represented to the [Russian] Emperor Kater's zeal and care during the inspection and verification of the London measures and the satisfactory result of this work, the Emperor is benevolently disposed towards Kater. He therefore encloses a diamond snuffbox, decorated with his cipher. The Emperor has also nominated Kater as a Knight of the Order of St. Anne, second class, and the cross of this Order is also enclosed, to wear around the neck.
