Description | The Pendulum Committee, to whom the Under Secretary's letter of 21 April [1886] with enclosures was submitted, have no reason to think that the hesitation they felt regarding recommending the publication of Colonel Herschel's report by the India Office, would be removed by further explanations but, as Herschel thinks the Committee were not in a condition to form a fair opinion they will be ready to give any such final summary of the work careful consideration. The last fasicules of Colonel Herschel's paper was entitled 'a final extract', therefore the Committee had no reason to suppose that any further summary was intended.
