Due to the difficulties of formulating, without practical experience, a real working scheme it may be worth considering incurring the expense of instituting an experimental Central Bureau for, perhaps, 12 months before 1900, working in cooperation with those institutions which have already undertaken the functions of a National Bureau. Its work could be limited for the purpose of experiments for a certain definite category of publications. Otherwise Harrison fears that whatever scheme is chosen, and then implicated, it will likely later require so much modification that it will upset the whole organisation.
