Description | The Secretaries are desired by the President and Council to inform the Joint Permanent Eclipse Committee [JPEC] that they have expressed to Sir N Lockyer their regret that he was unable to attend the meetings of the Committee or sub-Committee at which the arrangements for observing the forthcoming eclipse were discussed, and that he did not explain more fully to the sub-Committee in his letter of 15th July, that the idea of the modification of his apparatus occurred after the date at which the estimates of the Committee were framed, and that he did not definetly state that the sum asked for was additional to that required for the expenses of himself and his assistants.
Explains why Council are not unwilling to consider Lockyer's application but no addition to the sums granted for the eclipse expedition will be sanctioned unless approved by the board of the Government Grant Committee by which the original grant was recommended. Council have desired the Secretaries to transmit to the Chairman of Board B Lockyer's application, memoranda and the correspondence which has taken place regarding them between the Secretaries of the Royal Society, the JPEC, and Lockyer.
Council also think the arrangements approved by the Councils of the Royal Society and Royal Astronomical Societies, and communicated to the JPEC in a letter of 6th June, should be carried out, and the Committee should lay before Board B a final detailed estimate of the expenses to be defrayed out of the grants already voted. The sums to be spent out of the £200 reserved from previous grants should be included, together with a statement of the general character of the observations which each observer proposes to make. Asks Hills to provide the Chairman of Board B, Sir William Abney, with the statement in question.
The decision of the Council regarding Lockyer's application will depend on whether Board B recommend that the grant be made and report that the sums already voted be required for other purposes. |
