| Description | The letters from the Colonial Office of 9 and 24 August, and 6 October have been under the consideration of the Royal Society and Geikie is instructed to reply to them. The Society has much satisfaction in observing that steps have been taken towards the considerable increase of the medical staff in Uganda recommended in Geikie's letter of 3 April, for the purpose of undertaking the various enquiries described in the memorandum accompanying that letter, and that the Society's suggestion that Dr Moffat might be found willing to undertake the general charges of these enquiries has been favorably received in the Protectorate.
It is noticed that in the telegram from the Commissioner of 1 June and in his letter of 13 June, stress is laid on the importance of placing the whole scheme of investigation under the superintendence of one recognized head. It would appear Moffat's consent to undertake the proposed duty is conditional on his having the direction of the whole operation, including those of the laboratory. In the Commissioner's letter of 3 April a distinction was drawn between the extended enquiries which required an increase in the medical staff and the special scientific researches carried on in the lab. The latter are so distinct from the others that it was never contemplated to make any alteration to the present arrangement. As the Society could not undertake to supervise the more extended medical and statistical enquiries which it recommended be instituted, it hopes Moffat, if he accepts, will be willing to furnish the Society with reports. The Society cannot agree to place the scientific researches of the Entebbe laboratory under any control other than that of its own Tropical Diseases Committee. The Society hopes Moffat will be willing to under take the charge of the wider field of investigation.
The Society is pleased with the Commissioner's letter of 19 September and the communications received from Professor Minchin regarding the proposed removal of the laboratory at Entebbe, and that a complete agreement has been come to on the subject between the authorities at Entebbe and the Society's observers. Expresses the Society' concurrence in the removal of the laboratory to the site selected, on the understanding that all the buildings specified in enclosure three in the Commissioner's letter of 19 September, are erected. |
