Description | Rix states that he telegraphed at 3.45pm that no answer had been received, but that the answers came at 4pm and so he telegraphed again. As Foster did not wire any remark on Dr Frankland's statement that his Report would not be ready, Rix assumed that the Committee would meet in spite of this, and so he has summoned the Water Research and the Catalogue Memorial Committees for the same time of 2.30pm.
He also explains that Lord Rayleigh has been in with the Treasurer, and they have looked through Foster's draft "Instructions" and instructed Rix not to set them up until next Thursday, as they will suggest some amendments when they see him.
