He still thinks it not of sufficient importance or of such a character as to warrant it being published in the Philosophical Transactions. If it exceeds the limits of a paper for the Proceedings then the author should be asked to reduce the paper to the limit of ten or twelve pages. This could easily be done without damage to the paper.
He would be sorry to see the paper either rejected or unpublished, but if published in about ten pages of the Proceedings, it will receive quite sufficient notice.
