Recommended for publication in Proceedings. Some of the results obtained, especially the very low values of the ratio of the rate of dissipation of negative charges to that of positive, which were observed with winds of a certain character, are remarkable. There is no apparent reason for suspecting that any mistake has been made. Recommends substituting the phrase 'conductivity of the air for positive/negative electricity' as it is ambiguous. On pages three and eleven it should be made clear that 'leakage' or 'actual leakage' mean 'insulation' leakage. Recommends the insertion of the diagrams for March 15th-16th and September 1st-2nd.
