Not recommended for publication in the 'Philosophical Transactions of the Royal Society'. The paper contains interesting observations using good methods. The paper could use a summary. Considers the paper more suitable for a journal of pathology, rather than the Philosophical Transactions, as it does not 'mark a distinct step in the advancement of Natural Knowledge'. Discusses the responsibility of the referee to decide on what a 'distinct step' means. In the current paper the methods, opinions and conclusions are 'old-established...[and] are in consequence devoid of originality'. Suggests the paper would be 'well received by some journal of morbid Histology or Pathology, or in the Transactions of a Pathological Society'.
