Recommended for publication in Proceedings. He feel that in times of war scientific papers should be 'shorteneed to an absolute minimum; that experimental methods should appear only in the most abbreviated form and that controversy should be entirely eliminated'. These circumstances are not fulfilled by this paper and it is still much too long. However, if the Society and other referees deem it to be suitable for publication, then it should be.
