Maintains the opinion stated in the referee's report [see RR/W/6/42], stating 'I know the Indian published work so well that I immediately knew that it was a case of repetition'. Refers to papers published by [RN] Rai and Bajpai in Proceedings of the National Academy of Science in 1937 to show that the 'so called new condition of reflection' is not novel. Explains that though not novel, it is 'not convincing to many people' such as H G Booker.

Is 'completely unable to recommend the paper for publication', and suggests a second opinion may be helpful. Is also prepared to reread the paper and highlight repeated sections. Points out a citation error by Saha in his letter.
