DescriptionDiscusses [William Jackson] Pope's decision to withdraw his application for a renewal of the grant for researching sensitising dyes.

Explains that due to the nature of the work he could not plan a budget that was anything but conjectural. Discusses the rigid provisions that the [Research] Department has been making, which means that practically all work done in Pope's lab must be kept secret and cannot be published until it is submitted to the Department. Thinks that this 'does not promote research but merely controls it in a manner which is entirely despotic'. Wishes to extracate his laboratory from the 'paralysing influence' of the Department.
