DescriptionHe has received papers on the Eclipse Expedition of last Spring and he will consult Schuster as Larmor suggests. The whole affair is full of irregularities and it is unclear if they were unavoidable. There is a principle of the degree to which economy should be exercised in relation to grant expenditure. The Expedition 'had a good time and it is not without regret that I seem to spoil the fun'. But it is unfair to spend grant money on luxuries. Grant money is to be used to keep members of the expedition fit to do their work and in good spirits, but not to provide wine and tobacco or a floating hotel. The Government Grant Committee limited spending to £400, so it is suprising that the Expedition could not save about £108 by the expedient of second saloon tickets for the boat rather than first class ones. Second class passengers include clergymen and university professors, while first class is for people with money to spend, or dignitories. They cannot say much now, because first class was in the original estimate submitted. He does not want to leave bad feeling, but minor irregularities should be corrected. They might offer to pay for the third observer at £28 and extra instruments at £22, but he is inclined to stop there. They might simply disallow the tobacco and wine. Once he has heard from Schuster he will send a formal leter to Towle. He asks if he should speak to Major Hills.
