It has been decided that the paper cannot be published in the present form, but at the request of the Council a short abstract of the key points of scientific value will be drawn up by Professor [Arthut] Schuster and published in the 'Proceedings [of the Royal Society]' with a note of explanation and stating that the original paper will remain in the custody of the Society for consultation. |
