Description | Harrison has difficulty answering Burpee's enquiry without having the actual statutes or charter governing the constitution of his society. The government of the Royal Society is vested by Charter in the Council, which is elected annually by the Royal Society in a general session. Harrison's personal opinion is that in such circumstances as Burpee describes, any resolution adopted in a general session would have to pass as an instruction in the first instance to the Council. It is doubtful whether the Secretaries could accept an instruction from the Society because by the Statutes they are responsible to Council.
In the event of the Council refusing to accept an instruction from the Society at large, the only constitutional course would be to elect another Council. This all depends on the charter on which a society is founded, and Harrison has not seen Burpee's. |
