DescriptionGalton's letter of 21 October was today considered by the President and Council and Foster is directed to reply as follows.

The President and Council heartily sympathize with the proposal embodied in Galton's letter and suggest that the Royal Society, with the British Association for the Advancement of Science, and other such kindred societies as may be deemed suitable, should form under the Chairmanship of the President of the Royal Society, a joint Committee to consider the matter.

The President and Council propose that the President [Sir Jospeh Lister], Lord Kelvin [William Thomson], Lord Rayleigh [John William Strutt], Professor [Arthur William] Rucker and Mr F Galton, should represent the Society on such a joint Committee.
