DescriptionBefore reading Daniel's [malaria] report, the Committee had wired their sanction for the return of Drs [John William Watson] Stephens and [Samuel Rickard] Christophers. Having read Daniels' clear and excellent report the Committee sent a modified second telegram which while expressing the wish the that the members of the Commission should not leave British Central Africa [BCA] until they had done their best to solve the problem they were sent to investigate, still gave sanction for the return of the two men.

Encloses a copy of a letter to Christophers and Stephens sanctioning their return [not enclosed]. The Committee quite agree with Daniels that it would be regrettable that the Commission should leave BCA without having obtained some substantial results and Daniels is accordingly sanctioned to remain behind so long as he finds his time profitably employed. With regard to Tsetse Fly and other diseases, any investigation into these do not form any primary part of his duty and should be undertaken accidentally only, or to fill up otherwise vacant intervals of time.
