DescriptionHarrison reports that there has been confusion in Vienna about the International Association meetings and Schuster's membership of the Council, causing communications he would expect to be sent direct not to have been sent, including copies of proposals submitted for the Council meeting in May. He therefore forwards them now.

He also states that Schuster did not return the summonses for the May meeting, and wonders if he should have sent a copy and kept the original.
