Description | He apologises for holding the paper for so long and that is report isn't as full as it should be. The paper is long and on a somewhat new subject and is written in a 'crude form' which makes it difficult to read. The paper should be published in Philosophical Transactions, in full, as the abstract alone doesn't give a good enough idea of the paper. All diagrams should also be published.
