The interest and importance of this paper depends on a point not fully determined by the author; whether the observed phenomena are due to polarisation or some other cause. As the question is sure to be raised when the paper is read, it is best that the author perform the crucial experiment himself before publication. If the phenomena are simply due to polarisation, the paper might be condensed, but if they are proved to be independent of polarization the paper should be published in full. Discusses the authors fundamental experiment. Notes the experiments with chemicals described in sections four and five seem opposed to the views put forward in sections one, two and three, and to the title of the paper. Suggests an experiment to eliminate polarisation completely.
Suggests an alternative title for the paper 'On Electromotive Changes produced by Torsion in a Metal in contact with an Electrolyte'. Gives this alternative as the experiments described do not seem to establish the existence of a wave so much as of a local production of E.M.F. Lists illustrations which might be omitted without injury and lists ten notes concerned with small errors or queries, with reference to the page and line of the original paper, which might be submitted to the author.
