Not recommended for publication in Philosophical Transactions. It is a very lengthy paper, drawn up with much knowledge of the literature, containing suggestive but inconclusive critical discussion of vexed questions. It does not however mark any distinct addition to natural knowledge. The paper is a monograph, prepared with great care, worthy of publication in full somewhere else, though the resume with some amplification might be made to convey the authors conclusions in a sufficiently authenticated and intelligible form. The sections of which the subject-matter lies outside his own competency may contain additions to knowledge that have not arrested his attention. In those sections dealing with subject-matter in his own sphere, he has thought the experimental treatment rather 'superficial'.
He is quite willing that his own hardly favourable physiological opinion should be subordinated to the botanical opinion, if this latter should be definitely and strongly favourable as regards publication in Philosophical Transactions.
