Recommended for publication as a separate treatise. It has attracted much attention and represents, according tho the author, the result of 20 years work. It would almost fill a volume of the Philosophical Transactions. If the paper is published as a separate treatise, it should be published in full. There is no doubt it contains such valuable and suggestive matter. Along with much which it is very difficult to understand and appreciate. Considering the magnitude of the work it must be treated as a whole, and either accepted for publication or left. The paper would presumably be published by the Cambridge University Press as a volume of the author's collected works, under a subsidy from the Royal Society. The Society should arrange to have a sufficient number of copies with a special title page to issue to the Societies and persons receiving Philosophical Transactions.
